How insensitive, unresponsive and out-of-touch with the aam admi India's babudom is, is exemplified by the fact that meritorious school students have been getting a princely sum of Rs 10 as merit scholarship and Rs 20 as merit-cum-poverty scholarship from the govt of Odisha for the last 20 years.
While politicians never miss an opportunity to vote more and more perks and privileges for themselves, and govt officials get their salaries and DA revised upwards regularly, for two decades no one has bothered to revise the scholarship amount. To cap it, only a few thousand such scholarships are given out every year in the entire state. The situation in other states must be similar; leopards retain their spots, no matter which jungle they are in.
Kapil Sibal needs to focus more on education for the masses. India's development hinges on that.

I agree entirely with your last sentence...
The authorities are experts at messing up what has worked, and totally ignoring that which is problematic. Minister after minister has gone ballistic on the "business" of higher education. while ignoring decent basic primary education across the country. Why ? Because today education is a business. Not a fundamental right, it seems.
Just show how little importance is given to merit by our government authorites.
I heard Narotam Sekhsaria Foundation is also giving out scholarships for needy student’s this year. They had publshied eligibility criteria on their site http://www.nsscholarship.net/ Last date is February 20, 2010. Only Indian nationals can apply.
It brings out heart breaking facts out in the open.One always thought that these corrupt will at least spare the education sector.But those who get used to skinning any one at an opportunity,will never relent.
